How UPC to GTIN-14 conversion works

A UPC, an EAN, and a GTIN-14 are not different numbers. They are the same identifier written at different widths. GTIN-14 is the widest form, so any shorter format converts to it by adding leading zeros, and nothing else about the number changes.

The indicator digit is not padding

This is where conversions go wrong. Position one of a GTIN-14 is the indicator digit, and it carries meaning: it says which packaging level the number refers to. When you pad a UPC you get an indicator of 0, which correctly says “this is the base unit”. But a case of that same product has its own GTIN-14 with a different indicator, and it is a genuinely different number, not a formatting variant.

GS1 reserves 1 through 8 for fixed-measure groupings and 9 for variable-measure items. It does not fix which of 1 to 8 means a carton and which means a pallet: the brand owner decides and must then stay consistent.

Why the check digit does not change

The GS1 check digit is a weighted sum, and a zero contributes nothing to it whatever weight it carries. So the digit that was valid on the 12-digit form is still valid on the 14-digit form. If a conversion tool ever hands you a different check digit, it has changed your number.
