GS1 or a Hosted Resolver: What the Non-Profit Actually Provides
GS1 is a standards body. It licenses the numbers and publishes the rules, and
in the United States GS1 US Data Hub turns those numbers into UPC barcode
images. What it does not do is run the web service that answers your printed
QR codes. GS1 Global Office operates a resolver at id.gs1.org and states
that it is free, but there is no published self-service way to put your links
into it: GS1's own documentation tells brand owners to contact their local
Member Organisation, and what that covers varies by country. So the real
choice is not "free GS1 tool versus paid vendor". It is whether you run a
resolver yourself, pay someone to run one, or do not need one yet, and the
last of those is a real answer that we will make the case for below.
If you have come to this from a search comparing GS1 itself against a commercial QR code builder, the comparison does not work the way it looks. GS1 is a global not-for-profit that issues identification numbers and maintains the standards underneath retail. A resolver vendor runs infrastructure. They are not two options for the same job, and you will end up dealing with GS1 whichever route you take.
The question worth answering is the one underneath: given that GS1 already charges you for a licence and publishes the standard openly, what exactly is left that costs money, and can you avoid paying for it?
What GS1 is, and what that means in practice
GS1 licenses identifiers, publishes standards, and maintains registries. In the United States you deal with GS1 US. It is the only source of a GTIN, and no vendor can sell you one.
SunriseQR is a GS1 US Solution Partner, so treat everything below with that in mind. It is a relationship rather than a rivalry, and nothing here is a criticism of GS1. But being a standards body is a different business from being a service provider, and that distinction is the thing most comparison pages get wrong in the direction of making GS1 sound like a vendor with a product catalogue and a support desk for individual brands. It is not structured that way.
What your licence covers, and where it stops
If you have paid GS1 for a Company Prefix or a single GTIN, these are yours:
- The numbers. Your prefix, and the GTINs you assign from it. See how to get a UPC code for the cost and what arrives.
- UPC barcode artwork. GS1 US describes Data Hub Create/Manage, included in membership, as letting members "assign GS1 identifier numbers to their products and locations, generate UPC barcode images, and share product and location data".
- The standards, openly published. The URI syntax and the resolver standard cost nothing to read, and the conformance test suite is public, so any implementation can be checked against the standard rather than against a vendor's word. Ours is validated against it.
- Registry lookups. Verified by GS1 lets anyone check the identity and ownership of a GS1 key from data the owner supplied.
Read that list again and notice what is not on it. Data Hub's documented features stop at identifiers and UPC images. Nothing in a standard US membership hosts a Digital Link, answers a scan, or gives you somewhere to change a destination after the packaging is printed.
The free GS1 resolver, described accurately
GS1 Global Office operates a resolver at id.gs1.org, and GS1's support
documentation says it is free and that "queries are not restricted in any way".
Both of those are true and both are about querying it.
Publishing to it is the part to check before building a plan around it:
- GS1's developer documentation says the resolver "operates under strict rules to ensure that any links returned are approved by the brand owner", and then directs readers to contact their local GS1 Member Organisation. There is no documented self-service portal where a brand signs up and adds links.
- Getting data into the GS1 registries runs through the data upload services offered by that Member Organisation, and what those services include varies by country and by membership level.
- GS1 does not sell or support a per-brand resolver product the way a vendor does. A standards body's job ends at the standard.
So the accurate way to describe id.gs1.org is: a real service, free to query,
with no published route in for a brand that has not been told about one by its
Member Organisation. If you want to use it, the honest first step is to ask GS1
US, or your own Member Organisation, what they can actually publish for you,
which link types they support, and how you change a destination later. We are
not going to characterise terms we cannot read.
There is a similar gap on the tooling side worth knowing about. GS1's old 2D barcode generator on GitHub is deprecated: the page says it "is no longer supported and should not be used" and that the barcodes it produces "are not suitable for real world use", pointing instead at the Barcode Syntax Resource. Free is only useful when it is current, and a free thing with nobody behind it is a different proposition from a free thing that is maintained.
Running one yourself is a project, not a download
The GS1 Digital Link Resolver Community Edition is Apache-2.0 open source and free to deploy, which sounds like the obvious answer until you read who stands behind it. Its own README says the software "is not maintained by GS1" and that issues "may be answered by the community but will not be handled by GS1 itself".
That is not an argument against using it. It is a statement about where the work lands. You get a codebase, not a service. Hosting, uptime, monitoring, conformance retesting when the standard moves, and somebody awake when a scan fails on a shelf at 3am are all yours. GS1 US puts the underlying permission plainly in its Digital Link guidance: the standard allows anyone to operate a resolver anywhere, and the printed URL can be on the brand owner's own site or a third party's. Permission is not the same as a running service.
So what actually costs money
Strip out everything above and the remainder is what this category sells:
- Changing where a printed code goes. The entire reason to use a resolver rather than a plain link is that the destination becomes configuration instead of ink. That only holds if you have somewhere to change it and the change takes effect immediately.
- Staying conformant. The URI syntax standard alone has been through six versions since 2019. Getting conformant once is a project. Staying conformant is a standing cost, paid in money or in engineering time.
- Uptime, and a name attached to it. A scan that fails is worse than no QR code, because the shopper tried.
- A hostname you own. If the printed URL carries a vendor's domain, only that vendor can ever answer it. With your own domain, the same code can be repointed with a DNS record and nothing gets reprinted. This is the one that keeps every other decision reversible.
- Scan data, per product, and logins for a team that is not one person.

When you should not pay for a resolver
We sell one, so this is the section with something to lose.
- You are not printing 2D barcodes yet. If your packaging carries a UPC and no reprint is scheduled, nothing needs resolving. Get the GTIN right and come back when artwork is actually on the table. Sunrise 2027 is an industry milestone rather than a legal deadline, and GS1 US has said reaching it does not require implementing every 2D capability by that date.
- You have a couple of products and a destination that will not move. A Digital Link URL on a domain you already control, redirecting to a page you already run, is a legitimate implementation of the standard and costs you a redirect rule. This is the genuinely free route, and it is free because you are doing the work, not because somebody is providing it. What you give up is handing the job to a non-engineer later.
- You already run web infrastructure and have engineers. The Community Edition is free and the conformance suite is public. If uptime and spec tracking are already disciplines at your company, this is not a new one.
- You only ever needed a barcode. If the requirement is a retailer asking for a UPC, that is a GS1 licence and a barcode image, both covered above. Nothing else on this page applies to you.
What is left, and it is narrower than most marketing suggests, is a brand with codes already in the field, destinations that change, nobody who wants to own conformance forever, and people who need to edit a link without filing a ticket with engineering. If that is not you yet, it may be in two years, and the way to keep the decision cheap is to put the printed URL on a domain you own from the start.
A short way to decide
- Do you have GTINs from GS1? If not, start there. Nothing else works first.
- Are you printing a 2D barcode in the next year? If not, stop here.
- Ask your GS1 Member Organisation what they can publish for you and on what terms, so you know whether that route exists for you at all.
- Will a destination ever need to change without a reprint, and will a non-engineer need to make that change? If no to both, a redirect on your own domain or a self-hosted resolver is enough.
- If yes, compare hosted resolvers, and insist the printed URL sits on a domain you own so this decision stays reversible.
